The Department’s mission is to protect and promote the health of all residents and visitors in the state through organized state and community efforts, including cooperative agreements with counties. The department shall identify, diagnose, and conduct surveillance of diseases and health conditions in the state and accumulate the health statistics necessary to establish trends; implement interventions that prevent or limit the impact or spread of diseases and health conditions; collect, manage and analyze vital statistics and other health data to inform the public and formulate public health policy and planning; maintain and coordinate preparedness for and responses to public health emergencies in the state; provide or ensure the provision of quality health care and related services to identified populations in the state; regulate environmental activities that have a direct impact on public health in the state; and regulate health practitioners for the preservation of the health, safety, and welfare of the public.

Job Description:
This is a Senior Management Services (SMS) position as the Director of Emergency Preparedness and Community Support within the Florida Department of Health. The position reports directly to the Deputy Secretary for Health.
The Director of the Division of Emergency Preparedness and Community Support (DEPCS) is responsible for the overall functioning of four bureaus within the division and multiple programs including emergency preparedness and response, radiation control, public health pharmacy, emergency medical services, brain & spinal cord, and trauma. The individual in this position supervises a staff of approximately 4 Bureau Chiefs and 5 other direct reports. The individual will also be required to manage a budget of approximately $294 – $300 million.

Job duties include the following:
Supervise the management of emergency preparedness and community support bureaus, programs, and operating budgets. Oversee the planning, development, implementation, and management of a multi-million dollar budget, which includes expenses such as headquarters personnel, contracts, cooperative agreements, and revenues from a variety of governmental sources including competitive grants. Direct and supervise the development of allocation methodologies based on appropriations and legislative mandates.

Clearly and professionally communicate information to a variety of individuals and audiences. Provide presentations to a variety of partners and agencies to share pertinent program and policy information.
Provide direction, leadership, consultation, and advice to improve the quantity and quality of services provided by the division, focusing on departmental priorities and strategic plans' goals and objectives. Provide technical assistance to other headquarters offices and county health departments concerning a broad range of programs and activities under the division's jurisdiction.

Provide required input on emergency preparedness and response, health planning activities, grants development, and advice regarding the DEPCS to the State Surgeon General, Deputy Secretary for Health, and others within the Department.

Serve as liaison with other state agencies, health care providers, professional associations, emergency medical services providers, trauma centers and agencies, county commissioners, and elected and appointed leaders at the state and national levels.

Perform 24/7 on-call services for the Department as the Chief Emergency Response Officer and as the Backup Duty Officer for the Bureau of Preparedness and Response.
Direct the implementation, maintenance, and evaluation of the statewide Emergency Support Function (ESF 8) Health and Medical System.

Participate in the planning, development, and evaluation of policies and procedures related to public health preparedness, including interfacing with the Office of the Surgeon General and serving as the Department’s liaison on Domestic Security State Working Group Executive Board and on behalf of the State Surgeon General on the Florida Domestic Security Oversight Council.

Ensure non-discrimination in government employment and contracting as described in Executive Order 11-04.

When delegated by the State Surgeon General or Deputy Secretary for Health, serve as the Department’s representative to members of the legislature or their staff, other state agencies, county and city officials, and representatives of the federal government in order to assist the Department in achieving its goals. Direct the preparation of legislative budget issues and legislative bill analysis.

Be available for atypical hours and deployment to sites of Florida public health emergencies.

Qualifications:
Ability to serve as the Department’s representative in matters involving emergency preparedness and response; radiation control; emergency medical services; injury prevention; brain and spinal cord injuries; and trauma.
The ability to work with members of the legislature or their staff, other state agencies, county and city officials, and representatives of the federal government.

At least 7 years of demonstrated leadership and management skills, including the ability to manage a multi-million dollar budget.

Demonstrated capacity for leading an organization through a continuous quality improvement and strategic planning process including directing, budgeting, assessing, planning, implementing, evaluating, and monitoring.

Understanding of electronic medical technology, including data collection and analysis, for benchmarking and identifying quality improvement initiatives, to ultimately improve patient outcomes.

Extensive experience in supervision, management, and administration of public health programs; knowledge and experience in essential public health services; demonstrated knowledge of health policy issues; experience in public speaking and working with elected officials, governmental bodies, community partners, and the media. Demonstrated knowledge of information systems and human resource management.

Extensive knowledge of and experience with core public health principles and practices. Demonstrated capacity for public health advocacy.
Preference will be given to a public health professional with a Master's degree in Public Health or other health sciences, or a Master’s Degree and extensive public health experience.

Ability to provide leadership with cultural and interpersonal skills.

Skills in risk communication and effectively working with the media.

Expert knowledge and experience in application of the Incident Command System.

Compensation and Benefits:
As an employee of the state of Florida, Division Directors are classified as a Senior Management Services (SMS) position with an annual salary between $85,000 and $110,000 depending upon qualifications.
