Education Specialist III Under the general supervision of the Regulatory Training Manager, under HHS Regulatory Services, the ICF/IID Curriculum Developer performs needs analysis (if applicable), researches, designs, develops, tests, evaluates, and revises effective program-specific training material for regulatory services staff and providers in accordance with professional adult learning principles of design using approved unit guidelines and processes; analyzes program functions, identifies possible improvements to processes and training material, and prioritizes workloads; serves as a subject matter expert providing consultative and technical assistance to internal and external stakeholders, researches and responds to requests for information and clarification within specified timeframes; analyzes and assesses program needs based on research and collaboration with management and other sections; and represents the program at federal, state, agency, and provider meetings and work groups.

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy. 75% Develops and revises material in Word, PowerPoint, and Softchalk for audiences of provider and agency professional staff. 10% Develops and maintains program expertise. 5% Facilitates meetings and provides guidance to agency staff on how to integrate new methods and procedures. 5% Represents the program in meetings and workgroups. 5% Provides technical assistance to internal and external stakeholders on program matters.

Knowledge Skills Abilities:
Knowledge of the ICF/IID program, including program requirements and processes. Knowledge of adult education principles. Knowledge of group process, group dynamics and interpersonal relations. Knowledge of facilitation and meeting leadership skills. Skill in writing for clarity and communication with a diverse professional audience. Skill in use of computer and Local Area Network, software packages (e.g. Word, PowerPoint, Softchalk, etc.). Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to provide concise reports when asked; and to develop and evaluate complex materials. Ability to communicate effectively with others both orally and in writing. Ability to independently handle multiple assignments/projects with varying deadlines.
